The boots help make your skirt/boots 2/3 of your outfit and your top the 1/3 of your outfit. The second hack to dress thinner when wearing a short skirt and short top is to wear the same color tights, skirt and booties or shoes. This also works to keep the bottom proportion looking longer, striving for the 2/3 of the outfit.
